$7.3M for Housing on Guam

Small business qualifier GFS Group in Hagatna, Guam won an estimated $7.3 million for Modification P00001 under a previously awarded combination firm-fixed-price, indefinite-quantity and time and material contract (N40192-05-D-9005). This win exercises the first option period for housing operations and maintenance services for various naval installations in the Territory of Guam for the Commander, Naval Forces Marianas. The current total contract amount after exercise of this option will be $11.8 million.
Work will be performed at various housing areas in the U. S. Territory of Guam, and the expected completion date is March 2007. The basic contract was competitively procured via the NAVFAC e-solicitation website, with seven proposals received and award made on May 10, 2005. The potential total contract amount (base and option periods) is not to exceed $26.5 million. The Naval Facilities Engineering Command, Marianas in Guam issued the contract.

The Defense Supply Center Philadelphia (DSCP), Philadelphia, PA recently issued almost $550 million worth of contracts for fixed-price with economic price adjustment contracts for Meal Ready to Eat (MRE) and Humanitarian Daily Ration (HDR) sets, on behalf of the US Army, Navy, Air Force, Marine Corps, and federal civilian agencies.

$47.1M for 40mm Grenade Bodies

The U.S. Army Field Support Command, Rock Island, IL recently issued a pair of firm-fixed-price contracts for projectile assemblies that are part of the M918 target practice 40mm grenade cartridge. Bids were solicited via the World Wide Web on Dec. 9, 2005, and three bids were received. Work is expected to be completed by Aug. 31, 2007, and these awards went to a pair of small business qualifiers:
JKS Industries Inc. of Mulberry, FL won a $24.1 million contract (W52P1J-06-C-0017). Elite CNC Machining of Largo, FL won a $23 million contract (W52P1J-06-C-0018).
Demolition, Construction at NSWC Corona
Small business qualifier Macro-Z-Technology in Santa Ana, CA won a $9.9 million firm-fixed-price contract for design and construction of an addition to the Joint Warfare Assessment Laboratory at the Naval Surface Warfare Center, Corona. The two-story steel-framed modular structure addition will have level II security requirements throughout. This project will also demolish existing Buildings 543, 522, 523, and 808.
Work will be performed in Corona, CA and is expected to be completed by April 2007. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured via the NAVFAC e-solicitation website, with four proposals received. The Naval Facilities Engineering Command, Southwest in San Diego, CA issued the contract (N62473-06-C-5001).
$3.15B in US DESC Fuel Contracts Over the Past Week
As DID noted in its March 17 article "Energy Conservation Moving Up Pentagon's Agenda," the truth is that the military can't live without fuel, but every gallon of it is both a logistics burden and a financial burden.
Over the past week, the US Defense Logistics Agency has announced approximately $3.15 billion worth of fuel contracts for jet fuel, diesel, naval distillate, and turbine fuel via the Defense Energy Support Center (DESC) at Fort Belvoir, VA. The totals include $2.1 billion for diesel and jet fuel, $1.01 billion for turbine fuel, and $35.7 million for naval distillate. DID covers these contracts below:

$12.2M for A New Cell Block in Pol-E-Charki Afghanistan
Small business qualifier Technologists Inc. in Roslyn, VA won a $12.2 million firm-fixed-price contract for design, renovation, and construction of Cell Block IV of a detention facility at Pol-E-Charki, Afghanistan. Work is expected to be completed by Dec. 24, 2006. There were 42 bids solicited on Dec. 16, 2005, and 13 bids were received by the U.S. Army Engineer District, Afghanistan (W917PM-06-C-0002).
$17.9M to Support the US Army Rapid Equipping Force

Small business qualifier The Wexford Group International Inc. in Vienna, VA won a $17.9 million firm-fixed-price contract for Engineering Services and Support for the U.S. Army Rapid Equipping Force. Work will be performed at Fort Belvoir, VA (60%), Vienna, VA (20%), and Iraq (20%), and is expected to be complete by March 31, 2006. Bids were solicited via the World Wide Web on Dec. 20, 2005, and six bids were received by the U.S. Army Contracting Agency at White Sands Missile Range, NM (W9124Q-06-C-0123).
The Rapid Equipping Force is responsible for getting helpful off-the-shelf items to the troops, quickly. The green laser pointers being delivered to Iraq and the MarcBOT IV robot in Iraq and Afghanistan are just two of the items the US Army REF has managed to rush into the field.
$9.8M in Paper Grocery Bags for Western Region Commissaries
The Defense Commissary Agency Contracting Business Unit at Fort Lee, VA recvently issued a pair of indefinite delivery requirements type contracts for delivery of paper grocery bags to commissaries. The contracts are for a base period starting on May 1, 2006 with a contract completion date of April 30, 2009. Three offers were received, and two awards were made.
Duro Bag Manufacturing Co. in Florence, KY won a $5.6 million contract for commissary locations in the Defense Commissary Agency, Western Region (HDEC05-06-D-0003).
Small business qualifier Ross and Wallace Paper Products Inc. in Hammond, LA won a $4.2 million contract for the Eastern Region commissaries (HDEC05-06-D-0002).
$21.5M for Border Patrol Sector HQ in Vista, CA
Small business qualifier Cox Construction Co. in Vista, CA received a $21.5 million firm-fixed-price contract for construction of a Border Patrol sector headquarters building in Vista, CA. Work is expected to be complete by Aug. 12, 2007. There were 330 bids solicited on Oct. 26, 2005, and 3 bids were received by the U.S. Army Engineer District in Fort Worth, TX (W9126G-06-C-0008).
$15.5M for Dormitory at Maxwell AFB
Small business qualifier Bear Brothers Inc. in Montgomery, AL received a $15.5 million firm-fixed-price contract for construction of a dormitory at Maxwell Air Force Base, AL. Work is expected to be completed by May 3, 2007. There were 201 bids solicited on Sept. 28, 2005, and 2 bids were received by the U.S. Army Corps of Engineers, Mobile, AL (W91278-06-C-0018).
